A Suggested ticket is a fully drafted issue captured from a meeting and staged for review before it is pushed to an external issue tracker. Unlike a raw action item or a follow-up note, it carries the structured fields an issue tracker expects - title, description, priority, target - so it can be created with a single confirmation.
