Goal

What they want, by when

A Goal captures a desired outcome that a customer or user wants to achieve, together with the timeframe they expect to reach it in. Unlike an Action item, which is a concrete task someone commits to doing, a Goal is an aspirational target that may require many actions to fulfill. It also differs from a Decision, which records a choice already made, and from a Requirement, which specifies a capability the product must provide - a Goal states the "what for" behind them.
